Saudi Premium Residency for Expats: Choose the Right Route

Saudi Premium Residency for expats is not one visa with one eligibility test. It is a family of seven residency products. The right route depends on whether you are qualifying through a profession, a recognised talent, business investment, a startup, residential property or a direct limited- or unlimited-duration application. The useful first question is not “Can I buy a Saudi green card?” It is “Which official product matches the evidence I can maintain?”

Official sources checked 27 October 2026. Product criteria, approved entities and fees can change. This guide links to the Saudi Premium Residency Center and Saudi National Platform; confirm the live portal requirements before paying or restructuring an employment, investment or property decision.

Quick answer: Premium Residency can separate your right to live in Saudi Arabia from one employer and gives important family, mobility, work and property benefits. It is not automatically the best option for every expatriate. A standard work visa and Iqama may remain the practical route when an employer is sponsoring the move and you do not meet, need or value a Premium Residency product. Some criteria-based Premium Residency products also require you to keep a qualifying job, investment, recommendation or property.

Saudi Premium Residency or an employer-sponsored Iqama?

An employer-sponsored Iqama is the normal residence path for many expatriate employees. The employer drives the work-permit and residency process, and the status is connected to the employment arrangement. Start with the Saudi work visa guide and the Saudi Iqama checklist if you are relocating for a specific job.

The Premium Residency Center’s official FAQ distinguishes Premium Residency from an investor visa by stating that a Premium Residency holder is not linked to an employer. Its general benefits also include working in private-sector establishments and moving between them, subject to professions and work reserved for Saudis.

Decision factorEmployer-sponsored IqamaPremium Residency
BasisEmployment and employer-led residence processA specific Premium Residency product and its evidence
Employer linkResidence is connected to the sponsored employment routeStatus is not sponsored by one employer, but a product may still have continuing eligibility conditions
Upfront commitmentUsually assessed inside the employment packageCan involve a product fee, qualifying salary, investment, funding round or property
Family planningDependants follow the applicable sponsorship processOfficial benefits include eligible family members; product and document rules still apply
Best fitEmployee whose employer handles the move and whose stay depends on the roleApplicant who qualifies independently and values mobility, continuity or investment rights

This is a residency comparison, not a reason to reject a good job package. Before changing route, compare the fee or capital commitment with the value of employer sponsorship, housing, school support, insurance and relocation benefits using the job-offer checklist.

The seven Premium Residency routes

The Saudi National Platform lists seven options: Exceptional Competence, Talent, Business Investor, Entrepreneur, Real Estate Owner, Unlimited Duration and Limited Duration Premium Residency. The official application journey starts at the Premium Residency Center portal.

RouteWho it is designed forEvidence that drives the decision
Limited DurationApplicant seeking renewable residence for a defined periodGeneral eligibility, financial solvency and annual fee
Unlimited DurationApplicant seeking permanent Premium Residency without a specialist productGeneral eligibility, financial solvency and one-time fee
Exceptional Competence / Special TalentResearchers, health and scientific specialists, and senior executives in approved priority fieldsQualifying job, salary, education, experience, points and recommendation as applicable
Talent / GiftedRecognised cultural, artistic or sporting talentAchievements, specialist criteria, financial solvency and competent-authority recommendation
Business InvestorInvestor placing qualifying capital into Saudi economic activityInvestment licence, ownership and capital evidence, commercial records and employment commitments
EntrepreneurStartup founder backed by an approved investment entityEntrepreneurial licence, qualifying funding, ownership and recommendation
Real Estate OwnerOwner or beneficiary of qualifying Saudi residential propertyProperty value, type, financing status and continuing ownership or usufruct

Do not choose from the product name alone. “Investor,” “entrepreneur” and “property owner” describe different evidence. A professional who earns a high salary does not automatically qualify for Exceptional Competence, and a residential purchase does not automatically qualify for Real Estate Owner Residency.

Benefits the official center confirms

The Premium Residency Center’s general benefits page confirms residence with eligible family, which it describes as parents, spouses and children under 25. It also confirms exit and re-entry without a separate visa requirement, relative visit visas, use of designated citizen and GCC lanes at ports, private-sector work and mobility for the holder and eligible family, conducting business under the investment framework, and property ownership or usufruct subject to the applicable rules.

  • Residence is not dependent on one employer sponsor.
  • Eligible family members can be included under the official family definition and product rules.
  • The holder and eligible family can work in the private sector and move between establishments, except where work is restricted to Saudis.
  • The holder may conduct business in accordance with the investment framework.
  • Property ownership and usufruct rights are available within the legal and product limits.
  • Relative visit visas, domestic-worker recruitment and personal vehicle ownership are among the official benefits.
  • Premium Residency does not grant Saudi citizenship or an automatic path to citizenship.

Benefits are not the same as eligibility. A benefit may be broad while the route used to obtain and keep the status remains conditional. For example, Exceptional Competence can depend on a qualifying field and employment, Entrepreneur Residency can depend on funding and ownership, and Real Estate Owner Residency remains connected to the qualifying property.

General eligibility and documents

The current official product conditions require the applicant to build a clean evidence file before the product-specific documents are considered. The portal can request additional information, and documents must be submitted correctly in Arabic or English unless marked optional.

  • A passport valid for at least 180 days from the application date for the applicant and included family members.
  • Evidence of financial solvency, such as a recent bank statement or other documents requested by the center.
  • A clear criminal record for the applicant and family members included in the application.
  • A medical report from an approved center confirming freedom from infectious diseases, dated no more than six months before the application.
  • If applying from inside Saudi Arabia, lawful residence that remains valid for at least 90 days from the application date.
  • The product-specific contract, recommendation, licence, investment, funding, achievement or property evidence.

The official FAQ also states a minimum applicant age of 21. After approval, the applicant must pay the applicable product fee and provide medical insurance inside Saudi Arabia within the stated approval window. The FAQ currently gives 30 days and says the application is cancelled if that step is not completed in time. Treat the portal message issued in your case as controlling.

Create one evidence register before applying: document name, issuing authority, issue date, expiry date, translation or attestation need, and the product criterion it proves. This avoids uploading a large file that still fails to demonstrate the specific eligibility rule.

Limited and unlimited duration options

The official Limited and Unlimited Duration page currently shows Limited Duration Premium Residency for one to five years, renewable, at SAR 100,000 per year. Unlimited Duration Premium Residency is permanent and is shown at SAR 800,000 as a one-time fee. Both remain subject to the general application criteria, including evidence of financial solvency.

QuestionLimited DurationUnlimited Duration
DurationOne to five years, renewable under the current product pagePermanent
Published feeSAR 100,000 for each yearSAR 800,000 one time
Decision logicUseful when the value can be tested over a defined periodA long-horizon decision with a much larger upfront commitment
Main riskPaying annually without using the mobility or continuity benefitsCommitting capital before the long-term Saudi plan is sufficiently certain

Do not compare the fees only by dividing SAR 800,000 by SAR 100,000. Model the time value of money, the probability of remaining in Saudi Arabia, what your employer already pays, the value of family and job mobility, and the risk that your plans change. Product fees are not the whole first-year cost; insurance, documents, professional advice, relocation and any investment or property commitment sit outside that simple comparison.

Special Talent and Gifted routes

Exceptional Competence, also described on the official product page as Special Talent, targets researchers, health and scientific specialists, and senior executives in approved fields and entities. The current official product page lists a bachelor’s degree or higher, more than three years of relevant experience, a qualifying employment contract, a recommendation and the relevant points or position criteria.

Exceptional Competence pathCurrent official salary anchorOther key evidence
ResearchersAt least SAR 14,000 total monthly salaryPriority field, qualifying degree, over three years of experience, points, recommendation and published research criteria
Health and scientific specialistsAt least SAR 35,000 total monthly salaryPriority field, qualifying degree, over three years of experience, points and recommendation
ExecutivesAt least SAR 80,000 total monthly salarySenior approved position, qualifying employer and recommendation

The current page shows a five-year term, renewable once when the criteria continue to be met, with a route to permanent status when its conditions are satisfied. It also shows a SAR 4,000 product fee. A salary above the threshold is only one input: the field, employer, role, experience, points and recommendation still matter.

Gifted or Talent Residency is aimed at recognised cultural, artistic and sporting talent. The official FAQ describes achievement-based routes, financial-solvency criteria and a recommendation from the competent culture or sports authority. Do not self-assess from a social following or job title; prepare the official achievements portfolio and let the center coordinate the competent-authority recommendation.

Investor, Entrepreneur and Real Estate routes

Business Investor Residency

The official Premium Residency FAQ describes this route for an applicant investing at least SAR 7 million in Saudi economic activities under the investment framework. It lists a valid Ministry of Investment licence, commercial registration, company documents, proof of the applicant’s qualifying ownership and capital injection, and evidence of ten employees. The route can grant permanent Premium Residency directly, subject to continuing conditions.

Entrepreneur Residency

The official Entrepreneur page currently distinguishes two categories. Category One requires a valid entrepreneurial licence, at least SAR 400,000 in qualifying funding from an approved investment entity, a recommendation and at least 20% ownership. Category Two requires at least SAR 15 million in qualifying funding, at least 10% ownership, a recommendation, and ten jobs in the first year plus ten more in the second.

Category One is shown as five years, renewable once while the criteria and residence requirement continue to be met. Category Two is shown as permanent status granted directly but conditionally for two years while the job-creation commitments are proved. The official page currently shows a SAR 4,000 product fee.

Real Estate Owner Residency

The current official Real Estate Owner page sets a SAR 4 million qualifying value. For an existing residence or usufruct route, it lists residential property, no mortgage and an existing property rather than land. It also describes an off-plan route through an approved developer, with specific payment, financing and transfer conditions. The residence duration remains linked to owning or benefiting from the qualifying property.

A property purchase should pass two independent tests: it must be a sound property decision and it must satisfy the current residency product rules. Do not use residency eligibility to rationalise a weak asset, an unsuitable home or a financing structure that the product excludes.

Decision framework: is Premium Residency worth it?

Use a three-gate decision rather than starting with the published fee.

  1. Eligibility gate: identify one product for which every important criterion can be evidenced today. If the file relies on future salary, hoped-for funding or a property not yet eligible, the route is not ready.
  2. Value gate: list the benefits you will actually use: employer independence, job mobility, family continuity, business activity, property rights or long-term residence. Give no value to benefits that do not change your plan.
  3. Durability gate: test whether the qualifying job, recommendation, investment, ownership, staffing or property can be maintained for the required period.
Choose employer-sponsored Iqama first when…Investigate Premium Residency when…
A confirmed employer is handling the move and the residence is expected to track that roleYou need residence continuity that is not tied to one employer
The package already covers major relocation, insurance and family costsJob mobility or family continuity has material financial or personal value
You do not currently satisfy a Premium Residency productYou can evidence and maintain one product without stretching the facts
Your Saudi horizon is uncertain and the direct fees or commitments are disproportionateYou have a multi-year Saudi plan and understand the product’s continuing conditions
You are still evaluating the country and roleYou have compared the route against the full employment package and long-term plan

For a household decision, compare the route with the Saudi employment package benefits that may be lost, retained or renegotiated. Add any direct fee, insurance and professional-document cost to the first-year relocation budget.

Application checklist

  1. Open the official product selector and shortlist one primary route plus one realistic fallback.
  2. Download or record the live eligibility criteria and fee shown for that product on the day you apply.
  3. Map every criterion to a document and expiry date.
  4. Confirm how included family members fit the current definition and what documents each person needs.
  5. Verify the effect of the route on your employment contract, work permissions, insurance and employer benefits.
  6. For investment, startup or property routes, obtain legal and financial advice on the underlying transaction separately from the residency application.
  7. Prepare certified translations or attestations only where the current authority or portal requires them.
  8. Submit through the official Premium Residency Center portal and answer requests for further information through the official channel.
  9. After approval, complete the fee and medical-insurance requirements inside the stated deadline.
  10. Store the approval, cards, insurance, continuing-eligibility evidence and renewal dates in one controlled file.

Avoid third-party guarantees, “pre-approved” claims and old fee tables. An adviser can help organise evidence, but the Premium Residency Center decides the application. If the product conditions change before payment, reassess rather than forcing the original plan.

Questions to verify before paying

  • Which exact Premium Residency product appears on the application and approval?
  • Which criteria must only be met at application, and which must be maintained afterward?
  • Does a qualifying job, employer, salary, investment, ownership percentage, staffing level or property remain a condition?
  • Which family members are included, and what happens when a child reaches the relevant age?
  • What insurance must be active for the holder and family?
  • What is the current product fee, and which other transaction or professional costs sit outside it?
  • Would changing employer, selling property, exiting a company or reducing an investment affect the status?
  • What renewal, residence-period or permanent-status conditions apply?
  • Which benefits matter enough to justify the fee or capital commitment compared with a sponsored Iqama?
  • What is the fallback if the application is refused or the qualifying condition changes?

Frequently asked questions

Does Premium Residency lead automatically to Saudi citizenship?

No. The official Premium Residency FAQ says the status does not give the holder a right to Saudi citizenship.

Can a Premium Residency holder change employers?

The center lists private-sector employment and movement between establishments among the general benefits, except for professions and work reserved for Saudis. However, a criteria-based product may still require a qualifying job or approved field for renewal or permanent-status progression.

Can family members be included?

The center’s general benefits describe eligible family as parents, spouses and children under 25. Confirm the current documentary requirements and the effect of age or status changes for each person in the live application.

Which Premium Residency route is best for a salaried expatriate?

There is no universal best route. A salaried expatriate should first test Exceptional Competence eligibility, then compare the direct Limited or Unlimited Duration products with the employer-sponsored Iqama. Salary alone does not establish eligibility for Exceptional Competence.

Where should you apply?

Use the official Premium Residency Center portal linked from the Saudi National Platform. The National Platform currently describes the service as choosing one of seven products, creating an account, selecting the product and completing the application.

The final decision should be evidence-led: a product you genuinely qualify for, benefits that materially improve your Saudi plan, and conditions you can maintain without depending on assumptions. If those three elements are not yet clear, keep the employer-sponsored route or delay the Premium Residency commitment while you verify the official file.
